Duncan Innes and Martin Plaut in their article 'Class Struggle and the State', (Review no.11) have firstly criticised an earlier article by Robert Davies et al in Review no.7, and secondly provided an alternative analysis of the South African State in the period between the world wars. This article examines that alternative and, suggests major limitations in their analysis. I then go on to present a broad framework for a more adequate conceptualization of the distinctive character of the South African State
