In a review of literature dealing with the selection of foster homes, Taylor and Starr (1967) reported a general lack of sound empirical approach to this problem. Foy (1967) pointed out that the existing guidelines used in selection are of an unpragmatic and atomistic quality and consist mainly of abstractly expressed norms difficult to apply in practice, and argued that the guidelines needed for workers concerned with foster-home placements should be founded in practice, interpreted not in isolation but in relation to each other, and based on verifiable criteria of success; he suggested that such guidelines could be provided by “experience tables” with practice-derived typologies defining the matrix categories
