The revised and extended Benefit-Cost Analysis Guide (Treasury Board, 1976) provides an excellent introduction to the conceptual basis of B-C, its translation into practice and the more common errors to be avoided. More importantly, it represents an authoritative view on some of the most contentions questions debated in the literature. The purpose of this note is to argue that the Guide's treatment of one such question, the calculation and use of the social discount rate, is incorrect: the recommended rate is too high, and yet if used in the way suggested it would do nothing to prevent excessive transfer of resources to the public sector through one particular channel
