This article examines whether it is advisable for Canada to produce considerably more skim milk powder than is consumed domestically. The implications of a proposal by the Dairy Farmers of Canada for an expanded aid program to dispose of powder surpluses are discussed in some detail. Three basic questions are considered to assess the usefulness of powder production which is surplus to domestic demand: (I) Can Canada export powder at remunerative prices? (2) Would the dairy farmers' aid proposal be costly for Canada? (3) Is a long-term powder aid commitment in the interests of developing countries
