This study examines the inflation experience of low-income households over the years 197080. Initial calculations based on the seven main components of the CPI suggest that during this period the costs of low-income households rose 6.3 per cent more than the 116.7 per cent increase recorded for the CPI. This contrasts with other studies, covering only part of this period, which have concluded that the impact of inflation on low-income groups is adequately reflected in the CPI. The spread between the CPI and a price index for lowincome households widens to 11.5 per cent over the decade if the shelter component of the CPI is excluded from the calculations. We argue that this index may be a more appropriate basis for revising the level of benefits paid to low-income families to compensate for the impact of inflation. In comparison with such a supplementation scheme, we estimate that low income recipients of government transfer payments were underpaid by about $2.8 billions (in 1980 prices) over the decade
