Household Income and Household Food Insecurity before and during the Covid-19 Pandemic
Examining the Role of the Federal Canada Emergency Response Benefit and Canada Recovery Benefit

Nous avons examiné le rôle de la Prestation canadienne d'urgence (PCU) et de la Prestation canadienne de la relance économique (PCRE) dans la répartition des revenus et la prévalence de l'insécurité alimentaire des ménages au cours de la première année de la pandémie de coronavirus de 2019. En nous appuyant sur l'Enquête canadienne sur le revenu pour 2018–2020, nous avons constaté qu'en 2020, la PCU/PCRE a entraîné une hausse des revenus à l'extrémité inférieure de la fourchette de répartition des revenus après impôt au niveau des particuliers et des ménages, mais que ces hausses étaient plus importantes pour les particuliers à faible revenu que pour les ménages à faible revenu. Les hausses ont également été plus importantes dans la partie supérieure de la fourchette de répartition des revenus des ménages que dans celle des particuliers. En supposant qu'aucun autre programme n'aurait compensé les pertes de revenus d'emploi des ménages en 2020, la prévalence de l'insécurité alimentaire des ménages aurait pu être supérieure de près de 2 points de pourcentage si la PCU/PCRE n'avait pas été mise en oeuvre. L'absence d'augmentation de l'estimation officielle de la prévalence de l'insécurité alimentaire au cours de la première année de la pandémie pourrait être un résultat positif de la PCU/PCRE
