Developments in macroeconomics have established links between monetary and fiscal policy and they have considerably diminished the usefulness of concepts such as the budget deficit as an indicator of fiscal policy. The new literature incorporates into any discussion of fiscal policies the means by which such policies are financed. In this paper we attempt, subject to data constraints, to spell out how federal deficits appear to have been financed and to relate this new knowledge to the conventional wisdom about the period 1955-75
