The paper evaluates labour market performance and Canada's commitment to high employment from two different perspectives. Evidence from the unemployment rate is compared with that provided by the 'employment ratio' the ratio of employment to the 'working age' population. Comparisons are made with us experience. Until the late I960's the two performance indicators tell roughly the same story. In the 1970's the picture changes as both Canada and the us have experienced high unemployment rates and high employment ratios. The changing nature of unemployment is adduced as an explanation for this labour market phenomenon
