To understand the emergence and institutionalisation over the past twelve years of self-management in the Sokol Garden City in Moscow, we must go back to Communist times and bear in mind both the history of housing and the social history of this particular neighbourhood. What now seems to be interprétable as the rediscovery of original traditions of self-management has very much to do with the antagonism between a state administrative structure (the JEK) for managing housing and a structure (the Domkom) set up in the 1960s by a group of inhabitants ("Soviet bourgeoisie") who were in danger of losing social status
