An independent Palestinian state has just been declared. This proclamation of independence represents a decisive turning point in the history of the Palestinian people. With the creation of the state, the Palestinian people and their leadership face new challenges and new responsibilities. The foremost question at the top of the agenda is this: What should be the foreign policy of the State of Palestine? This question may be divided into two parts: first, what should be the objectives of Palestinian foreign policy?; and second, what steps should be taken to achieve those objectives? Like all states, the State of Palestine will approach these questions within the givens of its geopolitical context
