The Gaza Strip tends to be forgotten when scholars and diplomats discuss the Palestine problem. Mention of a Palestinian state on the West or of confederation between the West Bank and Jordan often omits reference to the Gaza Strip or only adds it as an afterthought-and, of course, the Gaza Strip. But the special situation, needs, and political demands of Gaza are generally overlooked. These include the composition of the population: three-quarters are refugees from 1948 who continue to live in refugee camps, separate in many ways from the indigenous minority. The special situation also includes the peculiar economic problems of Gaza and its overwhelming dependence on labor inside Israel or remittances from relatives abroad. The residents' political demands are also somewhat different from those on the West Bank. In the past, the refugee majority has opposed the idea of a state on the West Bank and Gaza along the 1948-49 armistice lines, since that would still make it impossible for them to return to their homes. They have, instead, argued that the 1947 partition plan borders are the minimum acceptable lines, if all of Palestine could not be regained. Today
