Israel usually prides itself upon being a country governed by the rule of law, where law courts are able to restrain government actions when these contradict exsiting legislation. Although it is true that the courts in Israel have this power, it is less well-known that existing laws in Israel give the government such wide authority that repressive and discriminatory measures against Israel's Arab population can be enforced without the Arabs having the chance of a successful legal recourse against them. It will be the purpose of this article to examine three different areas of Israeli legislation, in each of which the existing law is broad enough to allow the Israeli authorities a great measure of control over the Arab population and its property. The first area will be that of security legislation; the second, that of the right to nationality and citizenship; while, finally, the article will deal with the body of legislation that has been used to confiscate substantial amounts of Arab property
