Networks, Milieux and Individual Firm Strategies

Empirical Evidence of an Innovative SME Environment

The last few years witnessed the re-emergence of local economies and non-economic preconditions for production on the research agenda. Today there is an intensive debate on local environment-based approaches which aim to understand the firm in its local and regional context. The concepts 'flexible specialization', 'industrial districts', 'milieux'. 'networks', and 'embeddedness' are prominent examples of new theoretical views explaining the structures and economic success in SME environments. With reference to the mechanical engineering industry of the Neckar-Alb region (South West Germany) the relevance of theoretical concepts for a SME-dominated economic environment is examined. Furthermore the importance of technology transfer and technology-oriented co-operations are discussed. Empirical results suggest that regional networks and co-operations are hardly dominant features of the surveyed area. Technological change and competitiveness are rather pursued through individual product-oriented firm strategies than through intensified regional networking. On the other hand, the local environment or 'milieu' offers favourable economic and non-economic preconditions for the firms' operations. Enterprises benefit from each other's existence in ways which cannot be expressed adequately with the term inter-firm co-operation'. Depending on different innovative behaviour and strategies, either milieu integration or trans-territorial relationships may be more pronounced
