It would seem that due to technological innovation and Canada's position in the world economy, high rates of unemployment will continue to be problematic. This «structural» and «demand deficiency» unemployment is having and will have considerable impact upon the liberal-democratic ideology of «full employment». It appears that as the goal of full employment is increasingly less feasible, there is an ideological shift towards the acceptance of high levels of unemployment as a fact of life. It is argued that a new ideology emphasizing the «opportunity of leisure» in unemployment is emerging in order to help the unemployed cope with their joblessness and to serve as a means of social control.
