While the potential of irrigation for solving the world's food problems is widely regarded as being great, irrigated areas rarely perform at their full potential. Poor water management is said to be the largest single factor in explaining the gap between actual and potential yields. An example from Sri Lanka is used to indicate the limits of social engineering approach to the issue of water management. The author argues that the farmers' role as water users tends to be overemphasised, and that the productivity of irrigated schemes is commonly constrained by a number of different factors which, in turn, also affect the management of water. The prospects for a more active involvement by local farmer organisations in water management must, therefore, be considered in the context of constraints which are contained within activity systems of different scale. In Sri Lanka, one of the main constraints related to efforts to improve the control and management of water is associated with the considerable involvement and intervention by the state in irrigated agriculture
