In spite of the vast financial resources generated by oil, Petroleos Mexicanos (PEMEX) has not increased its proven reserves at the same rate as its oil extraction, nor has it invested in petrochemical industries or gas in Mexico. This has resulted in a decline in the amount of proven reserves and a rise in imports of refined oil products and of gas for generating electricity. The causes of this paralysis vary according to analysts. Some identify the main cause as the constitutional principle that establishes the public ownership or patrimonio nacional of oil and mining resources as well as the state monopoly for their exploitation. Others claim that excessive taxation drains the public enterprise of all of its profits and results in a deficit that increases as international oil prices rise at rates in excess of those regularly projected by the Finance Ministry. To those who hold either of these viewpoints, the solutions would require constitutional changes pertaining to this sector, which Mexico's Congress would not easily ratify.
