Groups involved in issues of conservation and development define sustainability in ways that tend to advance their own interests and agendas. Moreover, the uneven distribution of political power enables groups in structurally higher social positions to better promote the interpretations they favor in policymaking circles. Comparing the sequential application of sustained yield and sustainability to an economic development effort in Vallecitos, NM, illustrates the consequences this has for operationalizing sustainability. When sustained yield was used as the guiding principle, management was structured in ways that maintained the marginal status of politically and economically less powerful groups, and there are indications that using sustainability would do the same. This suggests that when new resource management concepts embodying a number of divergent principles emerge to replace older, problematic concepts, their operationalization may proceed in ways that contribute to the continued marginalization of less powerful groups
