This volume is based on papers delivered to a 2004 workshop organized under the auspices of the European University Institute, a further testament to the leading role that its Robert Schuman Centre is playing in bringing together Middle East specialists to analyse and discuss vital contemporary issues. The term ‘debating’ in the title reflects the fact that the authors have different views on the dynamics and durability of Arab authoritarianism. It is misleading, however, in that, while differing views are expressed, no effort is made by the authors or the editor to clarify and address them, so the opportunity to really dig into the phenomenon of persisting authoritarianism is not taken. It is thus a collection of chapters, loosely organized thematically, in which some very useful insights are presented, along with some misleading statements and arguments. Most importantly, the volume, by eschewing consideration of coercion, demonstrates the limits of ‘soft’, political economy approaches
