Intelligence preparation for operations (IPO) is described as a countermeasure to an asymmetrical enemy or opposing force (OPFOR) that does not use the modern nation-state model of use-of-force. It is intended to be a post-modern concept for the threat of 4th-generation warfare and the criminal-soldier of the present and the near future. It is designed to be of use in combating terrorism as a way of supporting an active defense of an operational area and to facilitate the connectivity of multiple networked operational areas. IPO is intended to be an asymmetric response to an asymmetric operational force. The ability to collect, process and analyze information to create useful intelligence, the ability to operate as a network and thereby leverage speed of information, dissemination and decision making are key capabilities and functional goals. The concept is described using two classic views of war and conflict, an entrepreneurial method of operation and a straightforward but complex explanation of decision making and action
