In the coming wars between nation-states and non-state entities, both traditional and advanced forms of weaponry and concepts will be employed. Increasingly, however, advanced forms of war-fighting will play a dominant role in counter-OPFOR (opposing force) strategies because of the new capabilities which they offer. Battlespace dynamics, information warfare to netwar, and bond-relationship targeting all represent viable strategies which can be utilized by nation-states against non-state entities. They are not stand alone solutions to combating networked OPFORs but rather can be combined with each other and with additional strategies based on developing urban CONOPS, nonlethal and hyperlethal weaponry, with better use of intelligence and planning prior to the engagement of hostilities, and with friendly C41 networks for operational support and direct operational impact in ‘not crime-not war’ operational environments
