Towards the Governance of Global Systemic Risk

The UN ’s Summit of the Future and subsequent Pact for the Future were finalized in September 2024. Their purpose was to enhance international cooperation to deal with existential global risks and, towards that end, address the weaknesses of multilateral governance. This paper suggests that such complex risks have been largely unaddressed in the Summit and in the Pact . Such risks pose an intensifying global challenge. A commitment to meet that challenge and create appropriate international and national structures to do so has been a missed opportunity, due in no small part to weaknesses in national and multinational governance models and a fragmenting world order. It, too, reflects the fact that, though developmental and humanitarian needs are vital, they need to be incorporated into wider global risk perspective models. This paper explores these predicaments and provides governance solutions to meet a clearly existential challenge
