In recent years, the level of skepticism by the public towards government coupled with the emergence of “citizen governance” literature in the discipline of public administration has led administrators to step into an area wrought with legitimacy questions. “Citizen governance” is seen mainly as an administrative strategy or style, perhaps useful in the present historical moment, that may be brought to bear in the face of the negative image of government in general and the civil service in particular. The article explicates three image management strategies: non-active image management (NIM); reactive image management (RIM); proactive image management (PIM), and considers the normative dimensions of each of these approaches. The authors reason that when administrators involve themselves in the polity in a proactive way, questions of legitimacy arise
