According to Jean Baudrillard (1994), communication may be understood as a representation of reality, a pretense, a simulation of reality, or simulacra. While pretense and simulation suggest intentional manipulation of language, the term simulacra suggests that language is a reality in and of itself, apart from any activity or intentional behavior. Using case data from Mississippi, this paper examines the policies and practices of performance-based budgeting (PBB) to consider the relationship between political (or bureaucratic) communication and action. Specifically, it is argued that the concepts of simulation and simulacra can provide insights into the processes of policy making and policy implementation
