Discourses of sustainability often reserve a central place for citizen participation in the decision-making process. But the dominant interpretation of sustainability as an incrementalist policy strategy that yields to the primacy of the market in addressing our collective problems places certain constraints on arrangements for public involvement. Our theories of public participation fail to adequately account for the influence of a market ideology and socioeconomic inequalities on the democratic process. What we need are models of democratic engagement that can help us think outside the prison of the market and can attend to issues of justice and inclusion in public participation in sustainability decisions. The work of Iris Marion Young can be particularly useful in conceiving of citizen involvement models that highlight the connections between the environment and social structures of inequality and that place inclusion at the center of our attention
