Community-based tourism (CBT) will enhance the development of remote areas, but CBT needs to be improved to overcome obstacles. This study investigates two dimensions of the problems. First, exploring the role of community participation as a mediator between factors and CBT development, and second, assessing the role of benefit as a mediator between community participation and CBT development. This quantitative study used face-to-face self-administrative questionnaires to gather data by the multistage sampling technique from CBT stakeholders, including community leaders, CBT operators, homestay owners, and villagers. Consequently, community participation mediates the relationships between three predictors and CBT development. Benefit plays a role as a mediator between community participation and CBT development. The contribution of this research to the body of knowledge is to suggest the potential factors and mediators driving successful CBT development
