The representative Spanish model ”•the electoral provisions for the Congress and the Senate included in the Constitution of 1978”• was developed in three stages. Here I analyze the second one, from November 1976 to March 1977. I describe the so-called «negotiations» between the Government of Adolfo Suárez and the democratic opposition and the different strategies of the different groups. I focus on the influence that official polls ”•managed only by the government”• had in the decision of creating the Democratic Center Union (UCD)
