This article investigates the roles played by the European Union (EU) in the negotiation of 'framework agreements' for the emerging European order of the 1990s, starting from a recognition of the contradictions in the EU's performance and questions about the EU's capacity to shape the 'new Europe'. It outlines a number of key elements in the changing European order, and identifies the central importance of three types of negotiating milieu, characterized by the salience of boundaries, layers and networks. These milieux give rise to characteristic negotiating processes, creating problems of strategy and capacity for the EU where these intersect or coexist, and suggesting that the strength of the 'EU order' does not translate directly or automatically into negotiating effectiveness. The article conducts three brief case studies as an initial test of the framework, dealing with the 'near neighbours' (central and eastern Europe), the 'near abroad' (the Mediterranean and the former Soviet Union) and ' terra incognita ' (the former Yugoslavia). It proposes some preliminary conclusions and policy implications. Keywords: BoundariesEuropean OrderEuropean UnionLayers And NetworksNegotiation
