The difficulties that beset the relationship between peace‐maintenance and humanitarian assistance are not only an outcome of operational complexity, but can first be located in the disjuncture between relatively new organizational forms and dynamics outside or at odds with formal legal and political structures. Issues of authority, control, coordination and accountability have become more vexed as the growth and diffusion of humanitarian actors and processes clash with state‐centric structures. The impacts on sovereign control, the roles of the UN agencies, the larger UN system and the prospects for its reform are considered, together with the prospects for institutional reforms and improvements to operational efficiency
