Evaluation has become an increasingly important steering mechanism in the Swedish political context during the past decade. New steering forms emphasizing political goals and decentralization have increased the demand for evaluation from politicians and for the different stakeholder groups to have a voice in evaluation. In this situation the crucial questions are how to involve claims from unfairly treated groups in evaluation and how to choose which criteria should be used for the selection and judgement of what should be evaluated. Questions like this put evaluation practice in the middle of a value-laden discourse and also raise the question of what strategies the evaluator could choose to handle evaluation within a political context
