While Sen (Citation2005) declines to offer one, deferring to community deliberation, Nussbaum has developed an extensive list (2000, especially pp. 78–80). 2 See Holland's (2008) argument for environment as a 'meta-capability'. 3 In all of this, in terms of the context of climate change, it is important to note that such a basic right to development out of poverty will not significantly increase greenhouse gas emissions.
