In the context of the current debate over pay cuts undertaken by the SAR government of Hong Kong from the early 2000s, this paper, which deals with salary determination of the top-tier directorate level civil servants between 1965–1985, has become relevant and topical. It places the issue in a historical perspective. During this period the government was virtually run by the upper echelons of the civil service, without any effective checks and balances. In this connection, it is worth noting that an influential corpus of scholars has argued that bureaucrats tend to increase their earnings, subject to veto by the “consumer-voter”, which did not exist in Hong Kong at that time. As such, this paper examines whether the policy-making top bureaucrats took advantage of their virtually unchallenged position to substantially enhance their own salary in relation to the civil service as a whole
