This article provides an overview of the formal systems of cooperation that have been created to facilitate the apprehension and transfer of international, transnational and domestic criminal suspects. Establishing how and why states cooperate in the transfer of suspects allows for the delineation of the factors that sometimes lead to the bypassing of formal procedures and identification of gaps and shortcomings in the existing framework that if addressed, could reduce the incentives for resort to extraterritorial abduction
