Local emergency management in decentralized Thailand
Analysis of Thai municipal administrators’ perceptions of democratic accountabilities in the post-decentralization era

This study examines emergency management and response by municipal government in Thailand. The emphasis is placed on how Thai municipal administrators consider different accountability mechanisms in their attempt to manage an emergency situation. Based on the results from the national survey and in-depth interviews with selected municipal administrators, this paper finds that Thai municipal administrators are stranded between the need to be accountable to their mayors’ policy directives and the importance of adhering to the national government regulations. However, the national government regulations in Thailand are so rigid and poorly enforced that they discourage the local government officials from using innovative approaches to emergency management
