There are striking commonalities between New Labour’s approach to the cycle of disadvantage and the analysis and prescriptions put forward by Sir Keith Joseph in 1972. This is not to suggest that New Labour ministers have been influenced directly by this or any other of Sir Keith’s speeches. It is the case, however, that New Labour has come to occupy similar ground to Sir Keith, albeit by a somewhat different route
