Denne artikkelen ser på Finlands erfaringer med EU-medlemskap de siste ti årene. Den starter med å analysere erfaringer fra tre sentrale politikkområder i EU: (i) EUs sikkerhets- og forsvarspolitikk; (ii) Den økonomiske og monetære union (EMU); og (iii) EUs grønne omstilling. Deretter drøfter artikkelen hvordan utviklingen i EU har påvirket det parlamentariske demokratiet i Finland. Artikkelens analytiske rammeverk trekker på europeiserings-litteraturen og setter søkelys både på finsk tilpasning til EUs beslutninger og på arbeidet med å fremme finske interesser i EU. Artikkelen viser også hvordan flere alvorlige kriser den siste tiden ytterligere har understreket viktigheten av EU for Finland. Analysen av Finlands involvering i ulike politikkområder viser også hvordan den finske regjeringen og parlamentet arbeider aktivt både for å fremme finske interesser på EU-nivå og med iverksetting (og tilpasninger til) vedtatte EU-beslutninger på nasjonalt nivå. Finland er klar over sin relative innflytelse i EU, men anser seg likevel som en av regelskaperne i unionen ettersom de er så dypt og fullstendig integrert i unionen. Abstract in English:Finland as a Fully Integrated Nordic EU Member: Experiences During the Past DecadeThis article evaluates Finland’s experiences of EU membership over the past ten years. It does so by focusing on three key EU policy fields: (i) EU security and defence policy; (ii) EMU and the single market; and (iii) EU’s green transition. Subsequently, the article also discusses the implications of EU developments on Finnish parliamentary democracy. The analytical framework of the article draws on Europeanization literature, and the analysis focuses on adaptation pressures stemming from EU decision-making and projection of Finnish priorities to the EU level. The article suggests that several and severe EU crises have re-politized EU affairs in Finland. Amid this, the tightening strategic competition among the great powers in economic terms as well as an aggressive Russia and worsened outlook for international security have underlined the importance of the EU in advancing Finland’s economic and security policy interests in Europe and beyond. The analysis concerning the key policy sectors suggests a deep and broad political involvement of the Finnish government and parliament in projecting Finnish interests to, and adaptation of arrived decisions at, the EU level. Aware of its relative power, Finland however sees itself as one of the rule makers in Europe and beyond due to its full integration into the EU
