The paper considers the current proliferation of control regimes for psychoactive substances (the Framework Convention on Tobacco Control, the International Convention against Doping in Sport, and proposals for a Framework Convention on Alcohol Control, as well as the international “narcotics control” system) in the light of the tangled previous century and more of international efforts to control use of psychoactive substances, and as a counter-trend to the currently dominant ideology of market liberalism in international agreements. Trade in psychoactive substances has been an important factor in globalization and economic growth, but the substances carry adverse social and health consequences. The mid-20th century settlement of these issues, distinguishing drugs to be banned from drugs to be traded, has been breaking down, but the result has been new international instruments and institutions rather than reformation of the existing international drug control system
