Resource Reallocation and Heterogeneous Productivity Growth in the Tourism Industry

This paper studies the relationship between resource reallocation and changes in sectoral productivity, with an emphasis on the differences and similarities between the three pillar sectors of tourism: accommodations, travel agencies, and tourist attractions. Based on cross-sector, cross-regional panel data collected from mainland China from 2001 to 2014, a sequential data envelope analysis (DEA) model is built up to measure the heterogeneous productivity changes among tourism sectors. The study illustrates the importance of the factor allocative efficiency to productivity growth and finds a deterioration of the allocative efficiency in present-day China. Policies are recommended for the Chinese tourism industry to realize the goal of raising quality and improving efficiency
