The contents of this issue tackle a number of problems relevant to public policy and academic theory alike. In the first article, Thomas Ambrosio weighs in on a topic that has dominated headlines in 2017: US-Russian relations. His analysis focuses on how the United States moved from viewing Russia as a potential partner in the first years of the 21st century to seeing it as a threat to US interests. Drawing on the record of executive branch testimonies to Congress from 2008 to 2016, he demonstrates that the Russian intervention in Ukraine was key. But it was not because of that intervention’s effect on geopolitics or its use of new tactics. Instead, it was because the intervention demonstrated Russia’s willingness to violate fundamental rules of international behavior. As we move into a new chapter of US-Russian relations, Ambrosio expects any thaw to last only as long as US policymakers see Russia as willing to follow the rules
