On November 25, 2002, the US Department of Homeland Security (DHS) was created. The very emergence of a new department designed to combine the activities of existing special services was a response to the terrorist attacks of September 11, 2001 and the growing demand in society for reforming the existing internal security system, which showed its helplessness in the face of a new global threat. However, the creation of the new structure posed a clear challenge to the Federal Bureau of Investigation (FBI), before that - the main body for ensuring the internal security of the United States. Within the framework of the article, the history of the creation of the IMB and the main areas of work of this department were analyzed, a comparison of the main areas of work of the IMB and the FBI was made, conclusions were drawn about the advantages and disadvantages (actual duplication) in the activities of these services. The article is based on a wide source base of two departments and literature on the history of special services
