The article analyzes domestic and foreign historiographic sources, examining the concept of inclusion of the Kalmyks into the Russian state. Special attention is paid to the legal status of the Kalmyk Khanate and Kalmyk Steppe in the 17th to 19th centuries in the context of relations between the center and the national periphery throughout the integration of the region into the common Russian political landscape. The case study of Kalmykia provides an insight into the then state policies towards national peripheries, the policies basically including mixed elements of unitarianism and federalism, i.e. no actual autonomies were afforded within the country’s borders, national territories — following the traditional framework — being designated with issues of internal self-governance only, the latter to nominally sustain the form of a national-and-territorial autonomy. The paper concludes that the integration of Kalmyk Steppe into Russia during the 19th century can be viewed as an organized acculturation process initiated by the central Government, key means and methods having been developed by regional and local officials
