[Full article is in Spanish] English: This article analyzes the European Union’s (EU) external action, especially in relation to one of its particular features: the EU’s support to integration initiatives of third regions around the world. The author utilizes a constructivist perspective to demonstrate that this approach, represented in this article as an inter-regional strategy and as an institution (the SIEPIR-AL), is a social construct that is constantly evolving. Through this trend of construction and permanent reconstruction this strategy acts as a system characterized by processes of cybernetic self-regulation classified here as neo-Westphalian multilateralism 2.0. In these terms, the relation established between the EU and Latin America (LA) is conceived as an institution that may be identified through the analysis of its discursive dimensions. The article illustrates these arguments through an analysis of the implementation process of the Latin America Investment Facility (LAIF), whose objective is to facilitate access to funding for infrastructure investments in areas related to the environment and climate change.
