Trapped in the global? A look at the contemporary evolution of migration policies in Cameroon

Recent debates on policies in Africa highlight their propensity to be globalized today and to see other actors acting significantly alongside the state. This configuration dates from the early 2000s and marks a break with the pattern and format of policies observed between 1960 and the late 1970s, on the one hand, and between 1980 and the late 1990s, on the other. Concerning migration, the European influence, motivated by a security rationale, is highlighted in the orientation of migration policies. Looking at Cameroonian migration policy, one can detect trajectories that contrast in some respects to the sequencing of public interventions mentioned above. This analysis mobilizes a socio-historical approach to discuss the main trends in the Cameroonian migration policy since the 1960s. A temporality that contrasts with the dynamics discussed in the literature for other sectors shows the importance of international dynamics in defining this policy. It also reveals that the security issue seems to have always influenced the content of this policy, according to various modalities and motivations. This point thus undermines the vision of a policy whose security inclination is linked to recent threats and driven by external actors
