With the development of information and communication technology (ICT) in the 21st century, the digital economy is also evolving, and the COVJD-19 pandemic has accelerated this development. Each country strives to develop digital technology and the digital economy as a new engine of economic growth. Russia has made considerable efforts to develop its digital economy and now ranks among the top 10 countries in e-commerce. This paper aims to establish the concept of the digital economy and analyze the development of the digital economy in Russia, focusing on the stages of development and major markets. Accordingly, it provides a thorough analysis of the developmental stages of the digital economy and the characteristics of each stage in Russia
