Under the background of high-quality development, the traditional industrial structure has undergone new expansions. Under the five major connotations of green, open, shared, innovative and coordinated development, integrating effective production factors is the key path to optimizing industrial development. The article constructs a theoretical model using emerging classical economics and conducts empirical verification. The research conclusion obtained is as follows: First, based on the derivation of the mathematical model, it can be known that high-quality development promotes the deepening of industrial division of labor by influencing transaction efficiency, and thereby promotes industrial development. Second, an empirical analysis was conducted to measure the impact of industrial division of labor on industrial development. The regression coefficient was significantly positive, with a magnitude of 0.1122. It was verified that the specialized division of labor in cities is promoted by the improvement of transaction efficiency. Meanwhile, high-quality development and carbon emission constraints can promote industrial development through the joint effect with transaction efficiency, with regression coefficients of 0.6179 and -0.0798 respectively. The marginal contributions of this paper are twinning: Firstly, it is the first time to integrate the ultra-marginal analysis framework with the overall context of high-quality development, and establish the logical chain of urban specialized division of labor and industrial development. Second, based on the data of the Beijing-Tianjin-Hebei urban agglomeration, theoretical mechanisms and empirical verification should be combined to identify the shortcomings and potential of industrial development among cities, providing a replicable analytical framework for the coordinated development of the Beijing-Tianjin-Hebei region.
