A communications model emphasizing the transfer of information from cartographer to map user by means of the map has been widely accepted in cartography. The adoption of this model has focussed map use research on symbols and their visual characteristics. The communications model is inadequate for a complete analysis of the map, because it is concerned more with information than meaning and understanding, A fundamental objective of cartography is to enhance a map user's understanding of reality by placing information in appropriate contexts. A criterion of meaning is needed in cartography as a basis for decisions on map content. Maps showing distributions of isolated data are often failures, because such data lack an appropriate context. In assessing the effectiveness of maps as transmitters of geographic information, comparisons with graphs, tables and words are needed. A knowledge of geography is essential for cartographers concerned with adding meaning to their maps
