This article explores the history of the Intercom Ontario field trial in which residents of 64 homes were offered a variety of digital communication services and access to digital content delivered over a symmetric high-bandwidth data network. Some insights gleaned from the trial are: novel services can be designed and successfully implemented at low cost by small, highly collaborative groups; broadband communication channels, such as two-way video, are likely to be exploited in ways not anticipated by the designers; people seek out a broader variety of content selections than traditional models predict; the value of a mailing list as a community-building tool extends to geographically based communities; the discrepancies between the ways in which the introduction of technological innovations are perceived by users, developers, and providers are significant, complex, and deserve further study
