In the two decades after the end of the second world war the UK pharmaceutical industry failed to match its international competitors in innovation, as measured by the number of patented new drag introductions. This paper explores, through a perspective on two companies in the UK, Glaxo Laboratories and May 8c Baker, the failure to innovate significantly. It examines the research and development facilities in the companies, the resources they (and other UK companies) were able to dedicate to research, the constraints, both external and internal, under which they operated, and the licensing arrangements that gave them access to innovations made by others, particularly those of the US pharmaceutical corporations.
