In order to improve dam-projects confronted with many problems (lack of openness in their definition, insufficient analysis of alternatives and effects, dispute about their very relevance), several authors have highlighted the interest to give more place to debate and to examine the projects within an integrated framework of water-resources management. The important development of “concertation” in the field of the environment and the creation of river-basin participative planning procedures have incited us to re-examine this question, on the basis of recent experiences. This paper aims therefore to compare two projects, relying on a “Negotiated Public Action” theoretical framework
