To address HIV-related problems various governments and donors agreed to coordinate in developing and dispensing a ‘war chest’ of funding. Securing life chances for infected people and protecting others from exposure entails calculation of both social costs and price of social interventions to contain the epidemic. In addition the acceptance of the enormous diversity in human sexuality is required in the process of raising awareness about sexual risks. Since the investment in social and behavioral change proves to be difficult biological investment in vaccines and microbicide appeals to corporate interests and health providers. However biological investment has its setbacks in relation to effectiveness availability and cost-effectiveness of the interventions. In this regard well-executed randomized controlled trials (RCTs) are considered as the standard for evidence for the high-quality HIV prevention research. On the contrary conducting RCTs of interventions evades the contribution of social and political factors to the HIV pandemic. Hence investments should be directed toward large-scale social-behavioral change through social and environmental improvement programs in the context of public health and social equity
