For historians, studies of foreign policy can be enriched and deepened by bringing a cultural analysis to the examination of American international actions and relations. At the same time, the place of the United States in the world, and the international dynamics resulting from that position, can provide insights into cultural developments at home. This is true in part because both foreign policy and culture in the United States rest largely on ideology. Of course, other concerns, particularly material interests, security considerations, and military dangers, also provide significant foundations for foreign policy decisions. Similarly, culture is derived not only from ideology but also from such factors as history, ethnicity, religion, and political traditions. But ideology and national interest intersect in foreign policy, and as the fine essays by Emily S. Rosenberg and Laura McEnaney suggest, beliefs about gender and sexuality are deeply imbedded in the ideological construction of foreign policy. For these two scholars, the years surrounding World War I1 and the Cold War provide useful sites for such a cultural analysis. A number of other scholars have also examined American culture for insights into international involvements
